Abroad, we call on our government to make clear that the rule of law should be applied equally to all citizens, in keeping with democratic norms. Hate crimes in many countries go uninvestigated or unpunished, especially when they are motivated by sexual orientation or gender identity. Elsewhere, national or local police are complicit in attacks. The Council believes U.S. embassies should be directed to inquire about all such travesties of justice. Assistance or counsel should be offered to investigators and to victims, where appropriate.
Physical attacks based on sexual orientation or gender identity should be treated as serious crimes, and careful statistics should be collected to analyze trends in such violence. The Council for Global Equality supports passage of LGBT-inclusive hate crimes laws in the United States and abroad.
